Share the road, share the cost

If cyclists expect to share the road, then they should share the expense. How is it fair that vehicles are required to share the roadway (and incur the slowdowns caused by cyclists) that was paved for motor vehicles yet cyclists get off scot-free by not sharing the cost to install and maintain them?

From their own website, they correlate bicycles to vehicles:

Yield to Cyclists:
> Bicycles are considered vehicles

So, if you consider a bicycle a vehicle, then you should have to register just like a vehicle. It's about time governments require that their expectations of road use match their contribution to the cost.
